PROPOSED DBE CHANGES OPEN FOR PUBLIC COMMENT

February 14, 2000

The Chicago Transit Authority is proposing a variety of modifications to the procedures outlined in its Disadvantaged Business Enterprise (DBE) Program. Copies of the proposed DBE Program are available to the public on-line at www.transitchicago.com or at the CTA offices at the Merchandise Mart, room 790. The program is subject to approval by both the Chicago Transit Board and the U.S. Department of Transportation. The 45-day public comment period began January 17, 2000.

The Chicago Transit Board welcomes comments on the revised DBE Program. A public hearing is scheduled for February 15, 2000 at 6:00 p.m. at the CTA Board Room located at the Merchandise Mart.

Already holding one of the highest levels of DBE participation among U.S. transit agencies, the proposed changes conform to new federal regulations and improve on the procedures in the CTA's existing DBE Program.

Since 1988, the CTA has established an overall goal of 30% DBE participation for CTA contracts. Over the last twelve years, the CTA has met this goal by achieving, on average, 30% participation. Although the new federal guidelines encourage transit agencies to reach a 10% goal, the CTA will continue to strive for 30% participation.
